OOTP not properly starting

For some strange reason, in the last two weeks OOTP no longer runs on my computer. I can click on the .exe till I'm blue in the face, but nothing happens. I tried downloading the most recent DirectX, and have cleared out all programs that might be sucking memory, but still nothing. I re-installed OOTP, and still nothing. I'm kind of at a loss at this moment. My system specs are a P4 with 256 Megs RAM, 20 GB drive, with 9 GB free. Any ideas?

If you have XP look to see if LicCtr (Services) is enabled.

Sounds like maybe the "elicense" control that starts when the PC boot has been disabled. I don't have my PC at the moment so I can't tell you the exact name of the file but if you have disable some startup items recently that is probably the reason.

great, that was the problem. I have a new problem that I couldnt seem to find teh answer for in the FAQs. I've tried creating a historical league using the Lahman database. I downloaded the comma-delimited version, and unzipped it into the stats folder. However, whenever I try to import the rosters, OOTP has an error and shuts down. Any ideas? I've tried toggling back and forth between 3D and none, but that wasnt the issue.

edit: I forgot to mention, I do have the current version of OOTP.
