thought player pictures recycled?

i read somewhere that player ids and player pics will recycle so you have a continous supply of pics well it doesnt seem to be recycling my bmp to player pics. every season i disable and then enable player pics but no newly generated players are a assigned a pic. i have about 3000 pics in my file and probably a estimated 2500 players so i know there is plenty of pics available.
anyone have an idea?

Do you have the fictional player Facepacks? If not I'd suggest you download those.
