Question

I'm new here and i just started running a online league.
I dont know how to upload the league file for my GM to make their lineup...

I would STRONGLY suggest that you join a couple of online leagues and get experience playing the game before you try to run your own league. There are more OOTP leagues out there than could ever be needed and one more being run by someone who doesn't know how to upload a league file is probably not a good idea.

Also, alot of leagues will let you work as a co-commish and learn the "behind the scenes" stuff to help prepare you to run a league. Take things slow and you will be better off in the long run.

oh wow, why would you start a league if you don't know how to do the simple things? Stop that league immediately before you ruin a bunch more good GM's that long standing leagues could use.

I would have to agree. You should have a thourough understanding of how online leagues operate from both sides before you even think about running one yourself.
