The 1901 Ankit historical league will be created. 2. The starting positional and pitching players will be released from each team. Starters based on Baseball Reference: Chicago Orphans sample: http://www.baseballreference.com/teams/CHC/pos.shtml 3. Each owner will chose a base franchise on a first come, first served basis. 4. Each owner can submit a total of three fictional names to be randomly created as prospects within their organization. 5. An inaugural draft will be held with ~15 rounds. This draft will be entirely list based, with one round's list due each day at NOON until the draft is completed. 6. All team markets will be adjusted using the League setup button when the draft is completed. Premier League Rules adapted from Global Manager's Challenge Rules Participation In order to qualify for Participation Rewards, Owners MUST submit lineups (with full 25 man rosters) and league business (free agency, drafts) on time. All team adjustments can be accomplished via FTP or email. Participation Rewards Each time a team participates - either by sending in a team file or an email citing "no changes" or whatever (or takes care of their team in terms of the amateur draft, contract extensions or free agent bidding), they get a checkmark beside their name. At the end of the season, the total is added up and participation rewards are handed out. There will be three tiers of participation: 75%, 85% and 95%. Tier I, 75%, the team gets one reward from the choices below Tier II, 85%, the team gets two rewards from the choices below Tier III, 95%, the team gets three rewards from the choices below The Rewards: $100k added to your merchandising revenue stream. 250 seats added to your stadium. $250k added to your local television contract. 5 point increase in Fan Interest. Schedule Sims are twice a week, 2 weeks of game time per sim (that's 4 weeks of gameplay per real-time week). An email will be sent out informing owners when the sim is complete, the league file is up and web page is uploaded. If you do not want to make any changes please still send an email at premier@heckmac.com stating "no changes for the next sim". All emails MUST include franchise identification. Sim 1: Monday afternoon/evening. Lineups due by Monday at noon EST/EDT, trading deadline for that sim would be at the same time. Sim 2: Thursday afternoon/evening. Lineups due by Thursday at noon EST/EDT, trading deadline for that sim would be at the same time. Spring Training Spring Training team plan files are exported and then emailed to the commish (Teamst5.exp instead of Team4.exp, for example). Coaches/Scouts We are not using the coaches/scout option. Amatuer Draft Amateurs are imported via Ankit's Modified Lahman database. The draft is 5 rounds in length with the first two rounds done on the clock and the remaining rounds done via list. The Amateurs draft is done via email. In order to make sure the draft is completed within the week, Round 1, each team has a 4 hour clock, the clock runs from 6 AM to Midnight EST/EDT. I strongly urge teams to send in lists to me and avoid the computer pick. Any team without lists gets the computer pick treatment when the clock runs out. In Round 2, the clock is 2 hours, and lists will be pretty much necessary. A team list can be specific or general - a player, best SS, best guy with A in hits, etc. Anything you want. In Rounds 3 through 5, a minimum of one complete round will be accomplished each calendar day based on lists. If your list is late or runs out before your pick, the computer will draft for you. Undrafted amateur's will become free agents after the Amatuer draft. Player Limitations There are no player limitation rules at this time other than those the game imposes (such as MRs can only start IF they have a SP duration rating and vice versa). Renaming Franchises You can rename a team in the off-season. If you are moving a franchise or renaming it, you must have a logo first. Ticket Prices / Coaching Tendencies Can be altered at the GMs convenience. League Expansion The League will expand in line with historical expansions. Trading Trades can include players, cash or draft picks up to Round 5 in the season the league is currently playing and the two following. Trading deadline in OOTP5 is July 31. All trades must be announced and confirmed on the League mailing list. Trades will go into effect immediately upon being confirmed. League members not involved in the trade may request that a trade be reviewed for balance. When this request is made and seconded by two other owners, the League will review the terms of a completed trade and may add some compensation picks or cash adjustment to balance the trade. All trades will be processed AFTER the relevant sim. In any trade, DO NOT alter your file. Financial Reset Ability For those teams who have killed off their fan base so horribly that something has to be done - for $50m a team gets to reset their Team Market to Average, Fan Loyalty to Average and Fan Interest to 50... Promotion Days Teams are able to send in their own promotions by email or with their exportable team file. Retro Day ($75K) - Once per Season - 15% increase in attendance Baseball Cap Day ($100K) - Once per month - 20% increase in attendance Bat Day ($125K) - Once per month - 25% increase in attendance Glove Day ($150K) - Once per Month - 30% increase in attendance Noddin Head Doll Day ($175K) - Once per month - 45% increase in attendance Stadium Seating Expansion Teams are able to add seats to their stadiums in order to increase attendance, though adding seats is expensive. The maximum seating capacity a stadium can have is 65,000. However, teams can go above 65,000 seats, up to a maximum of 67,500 through participation rewards. Seats are purchased in blocks of 1,000 and seating expansion must be done prior to the start of a season. From 45,000 to 50,000 - Additional seats may be added for $1K per seat From 51,000 to 55,000 - Additional seats may be added for $2K per seat From 56,000 to 60,000 - Additional seats may be added for $4K per seat From 61,000 to 65,000 - Additional seats may be added for $6K per seat Stadium Upgrades Teams can alter their Ballpark Factors - 2B, 3B, Avg of RHB, HR of RHB, Avg of LHB, HR of LHB - for $50k per point Player Contracts Teams can keep players as long as they can afford them or as long as the player wants to stay with the franchise. Teams have to send me in email all contract extensions - don't do it yourself. Extensions can be anytime after the first sim. You can sign players in their last year to extensions as long as they will accept what you offer in the game. Be a good GM and build your team with savvy drafting and trades. Remember veteran players may refuse assignment to the minors, and players eligible for salary arbitration will get 1-year contracts at a price the arbiter determines. To avoid arbitration, the player must be released at the end of a season. Releasing Players If you want to release a player, post it on the list and send a copy to the Commish. DO NOT release the player yourself. If you release a player, you are responsible for the full balance of the contract. A better option is to arrange a salary dump trade with another team. Free Agency During the Season Free Agents can be signed on a first-come, first-served basis by posting on the message board. Free Agents signed during the season will be signed to a 1-year contract. You can, of course, negotiate for a longer deal after signing them. Free Agency in the Off-season The Free Agency period is 30 days in length. Each team sends me their FA bids via email as per usual. I was with you until I read about the player draft to start things out. I think leagues are better when they start with the original rosters. It's all good though, have fun running your league.

We've got 9 of 16 franchises committed, with 1 or 2 owners getting organized. We'll be starting our initial draft in a matter of days. Anyone want to jump in before the draft starts? Let me know asap.
