BOSI question any help would be greatly appreciated

Why are the ratings different on bosi then on the webpage that ootp generates? Does bosi take into account each teams scout?

Correct me if I'm wrong but I believe the ratings posted on BOSI are the true ratings and the ones in OOTP are those that are skewed by how well your scout rates players.
