when a gm in an online league downloads the league file...does his .lg folder have to be named the same as the commissioner's?

No, don't think it will matter since you won't need to upload the file.

It doesn't have to be, but normally the commish will zip up the league file so that when you unzip it, it preserves the directory name - so you could unzip the file into C:\OOTP5 for example, and it would create a LeagueName.lg directory underneath that.

But to answer your question, it doesn't have to be named the same.
