How does the reserve roster size limits work?

I'm playing a historical game with historical minors. Historical retirements and missing seasons are turned off. New players are set to be sent directly to the team they debuted with (which I'm pretty sure applies to the majors and the minors).

It's 1905 and I'm having trouble with tiny free agent pools and, more importantly, some teams in low minors not having enough players to play games. I'd be fine turning on ghost players, but it seems there ARE enough players, it's just that certain teams are hogging them all and putting them in their reserve rosters. I've had reserve rosters set to 10 players for the past few seasons it seems the rule isn't changing when the game updates to the next year, and the 10 player reserve roster rule is active in every level of the minor leagues--yet, it's the start of the season and I'm the only MLB team with 10 or fewer players on my reserve roster. Several teams have 20 or more, and the Highlanders have 30 players!

Meanwhile, I get a notification saying the Springfield Babes (Central League, AA level) can't play their game because they only have 8 players. This while 3 other teams in the same league have more than 10 players on their reserve roster, one team having 29! I'm looking at the Central League's rules right now, and they also have a 10-player reserve roster rule.

Shouldn't teams be releasing players on their reserve roster to keep at or under the limit?
