4 vs 5 Starters in Tourneys/PD

I almost always go with 5 starters unless it's a reduced roster size PD. However, it always irks me when a 4-starter team rolls in and their guy (70-75 stamina) starts at 78% rest but still puts in a 95 pitch performance. It's a lot more common than I'd think it should be. It just doesn't feel like there's a big enough hit to performance for a starter at <100% rest in PD and tourneys.

Trying to game 'Fatigue' is the ultimate PT Sea of Pain. There is a hidden hit to performance, which is then dice-rolled a half dozen times in each game.
