Probably going to be the all time dumbest question

I don't manage. I don't gm. I don't read scouting reports. I hardly even look at ratings.

Here goes, get ready to chuckle.

When looking at a players profile page there are binoculars in multiple shades to the right of their ratings. There is also a description in regards to the accuracy of the scouting. Why? Again, I'm sure there's an obvious reason, but I just can't figure out why the game would the display the accuracy of the scouting?

I know, check the wiki, but I'm lazy and y'all probably need a good laugh.

If you click request scouting report the binoculars show you how accurate the scouting is right now. The colors are the same as the ratings
Red: Very Low
Orange: Low
Yellow: Average
Green: Good
Teal: Very Good
Blue: Extremely Good

But, why does it tell you the accuracy. If you hire Barnaby Jones, Cannon and Mannix as your scouts after lengthy interviews shouldn't you be under the impression that you have the 3 best scouts ever to scout the game of baseball, period? So, you send Mannix to look at a some cat you're interested in, but while scouting said player, he manages to get in a couple fights and falls out of his cab on the way back to his hotel. Does he turn in his report saying, well due to unforeseen circumstances, please note that my report is a red one and shouldn't be considered accurate?

Think of this as the scout's confidence level in his report. He might be saying "I need to watch this guy a couple more times." or something like that until he's confident in his assessment.

To paraphrase irl scouts, if a player shows a skill, he owns that skill. It goes on the report. But, while Jhonkensy Noel may own raw power nearly on par with Aaron Judge and Oneil Cruz, he does not own the ability to consistently access it against quality opponents. Noel's physical power can be assessed in one look. His ability to hit for power takes dozens of looks. That is what OOTP's scouting accuracy mini-game is attempting to model.

So, imagine your fictional scout sees NuNoel on the backfields. He drops a couple 115 mph EVs off some garbage pitcher, and your scout slaps a 70-raw on his power. Your scout might say (not actually) "hey, the swing looks a little grooved, but I see 60PV/80FV on the power trait. Call in 40 contact." That's low accuracy.

Now the scout goes back to look at NuNoel in High-A. He puts on a show in BP then eats a golden sombrero. Scout says "The 70-80 FV power is still tangible, but I have real concerns about him getting there. Calling it 50/80 on the power with 30 contact." Average accuracy.

So on and so forth until the grade is dialed in.

You should have hired Fish....that's where your problem lies.
