International Complex Promotions

In my fictional league, all teams are promoting everyone from their international complex at the end of each month, there's over 100 players 16/17 years old in A ball (lowest level in my league) and its only May 1st. Some of these are scouting discoveries with 25-30 potential that were discovered in early April. I haven't seen that before.

And then they're having development issues.
