Expansion Clubs in Draft Lottery

I'm not quite sure if this is a bug or not, so I'm curious if anyone else has noticed.

My go-to save has become expansion saves. Sim the first season, hit the first day of the off-season, use the Expansion Wizard to add two clubs, take on over, queue slow grind to glory. I always click the "Expansion Clubs Pick First" option. Which just means the two new teams go into the draft lottery.

Literally every time I go thru the process, the team I'm running ends up picking 5th or 6th. I kinda assumed it was the odds being lower for the expansion teams, but I just had the other expansion club get the #2 overall. Is there some reason I'm missing why the one club would almost always end up with the lowest possible pick out of the lottery?

Just ran another test and got the #1 so I guess I've just been unlucky.
