Question about TotalMinors

I've started the 2003 season twice, and noticed that Ricky Henderson had vastly different ratings each time. He went from a "B" in running, stealing, and defence to an "E". Is there supposed to be that degree of variation? Is that actually an OOTP function? Even if the variable ratings are supposed to be that way, I can understand maybe inaccurate ratings for hitting, but running and defense should be fairly objective.

Do you have scouts turned on or off?

I have scouts "on." Does that affect the players' actual ratings? I'm a little confused on how it all relates. Do the ratings just give a subjective evaluation, or do they affect the way players perform?
