Rule 5 draft and Expansion

Do you let your expansion teams participate in the rule five draft or do you create the expansion after the draft?

I usually disable the rule 5 in expansion years.

I always allow it, but only because I generally allow teams to protect a minimum of 20 players and depending on how challenging I want to make it, sometimes more. I also set protecting players with four years of service or less. The default three years makes it too unrealistic, as you can find a bunch of young AAA talent, many of whom are first round picks that I don't believe would ever go unprotected in the real world.
