Historical Draft 1963 And League Rights

So i was wondering if that might be a bug, but alot of the players that were drafted in the 1963 NHL amateur draft lost the team rights and most of them were signed by minor league teams. There is 9 players out of the 24 players that were drafted that were just never signed. And somehow there is players that has NHL team league rights but still can be signed as free agents. Im trying to figure this out. Syl Apps got drafted in the 1965 draft we are currently july 10th 1965 so he was just drafted and somehow i can sign him as a minor league team in the CHL.

I'm sorry, I'm just wanting to make sure I understand what you're saying;

A player was drafted in the NHL but you can sign them to contracts in the CHL and you're wondering if that's okay or am I missing something?

If I'm not, then yes, that could happen. Since the CHL is a minor league, they'll sign players (including drafted players) who are currently free agents.
