Unable to Play in Windowed Mode

I purchased the game on Steam. I changed the settings to Windowed and even tried most of the resolution options, but no matter what I do it won't come out of full screen.

When I launch the game I do see a pop-up flash for a half of a second. I can't read it that quickly, but it says something about resolution. I use eyetracking technology to control my PC due to my disability, and my screen zoom setting on Windows is set to the recommended 250%.

I don't have this problem with OOTP.

I think with 250% zoom the window would be way to big for your screen, so it goes into fullscreen mode. But I fear it could still be cut off parts of the game. If you tell me your screen resolution I could try to give you more information.

Resolution: 3840 x 2160
Zoom: 250% (Recommended)

In OOTP I am able to get it into Windowed mode and then adjust the UI scaling from there to make the font size larger and readable.

If you set the zoom down to 200% it might work.

Is there a demo or test key that I can download to try it? I had to refund the game on steam. I am on a very limited fixed income and can't risk paying $44.99 for a game that I'm unable to play.
