Question about inclusion of Partner Leagues, Draft League

Hi! I'm back from a three-year OOTP hiatus and don't currently have 26, so I can't check for myself without relying on online chatter (which keeps contradicting itself in regard to my question).

I'm building a huge project and am on the verge of getting the game to implement it, but not quite there yet (don't want the game until my plans are ready).

My question: are Partner leagues in the game with real teams?

I'm referring to:

American Association of Professional Baseball
Atlantic League of Professional Baseball
Frontier League
Pioneer League

(I seem to have confirmed that the Pecos League is NOT present... anyone wish to dispute this?)

Also, can I confirm two more things:

1) Is there at least one Dominican team for each MLB team?
2) Is the MLB Draft League there? If been told yes and no.

I am constructing a massive county by county map and don't want to get the game until I'm finished. But I also don't want to install a bunch of teams I'll have to delete.

Each team does have at least one Dominican team after the last minor league reshuffling and yes the game does represent that.

MLB draft is absolutely there and is the Prospect, Cape Cod and Northwoods leagues from the College summer leagues.

Pecos is not. I remember there was chatter of wanting to drop the Pecos league year before they actually did due to the constant change in team membership

But all four Partner leagues are present and accounted for. Download the evergreen jersey set on the first page of the mods forum and he made all home and away jerseys for all the leagues mentioned above

DSL is there but hasn't been accurately portrayed for years despite filing multiple bug reports about it. The structure needs an overhaul and the number of games per season was also wrong just from memory. Structure wise there are teams that have 2 teams that have 1 IRL but the 2nd team is needed for the league structure to work it seems. They could use some TLC as could the complex leagues.

Draft League is there.
