Scouting Budget and Baseline

I usually play with the default scouting budget baseline, and usually every offseason I go in and edit the budgets for each team so some aren't paying like 5 mil.

I started increasing the baseline, and my question is, if my baseline is 20 mil, is that average for the game? For example, with the default baseline, making a budget of 30 mil is high. Does 30 mil work the same with an increased baseline or is it different? Like does what a high budget is and does change with the baseline?

Spending $10 million with a baseline of $10 million would be the same as having a baseline of $30 mil and spending $30 mil.

It's the relative spending that matters.
