Import rookies manually

Is there a way, in a fictional league, to only import rookies manually? I have unchecked import rookies as free agents and automatically import real historical rookies. Basically, I don't want the game to create any rookies.

On the Rules tab in League Settings under the Amateur Draft Settings, there is a box for "Disable automatic creation of free agents". That should stop any fictional players from being created.

For my current game, I also have the Amateur Draft disabled. I import my players into the free agent pool every off-season and then set up a Free Agent Draft.
