All coaches missing from historical import

I created a historical template but when I create a new game it doesn't load any coaches. All teams are empty and no coaches exist to hire.

Not sure where I went wrong here. It works fine if i create a historical game using the wizard UI.

What did you do to get it to import Randy Smith as the GM even?

That was done by me manually
