Historical - No Minors - Draft Pool not populating

Hey everyone... just purchased OOTP26. This is the 4th version of OOTP I've purchased, but I wanted this for the Negro League feature that allows you to bring the players in without minor leagues.

So... here's my issue. I noticed after several seasons that the draft pool is not being populated. I never had this issue in earlier versions.

My set up...
- Historical
- Starting 1921 league structure (2 leagues, 8 teams each)
- I want to have players from all eras populating the teams from the start (so I don't want the 1921 rosters)
- No minor leagues
- I want to bring in Negro League players
- I want draft pools populated.

I kept the draft date default of November 15th.

Honestly, I feel like this should be pretty easy to fix, but when I use set up rules that I've used in the past they just aren't getting the job done, nor has it worked properly when I've followed instructions found online.

Any suggestions? And apologies if this should be in another thread.

Did you use the historical wizard to create your game?

On the first screen of the wizard, bottom right side of the screen has the option box for random debut. Make sure that box is checked. Then proceed through the wizard for the rest of the options.

New Game --> New Historical Game

Select Season: 1921
Play Mode: Random Debut

The next screen allows you to include Negro League Players (it is checked by default) and any other options you want (you didn't specify most of these above).
