Miscellaneous questions about 25

I am still far behind on understanding changes to OOTP 25 and have several questions:

1. Is it true that TCR is seemingly "low" in 25? Should I bump it up a bit?

2. Seeing as prospects are rated much differently (much lower) in 25, I'm curious what everyone's draft strategies are? Do you guys use statistics more? Seems to me like character attributes like work ethic and intelligence may be more important for 25.

3. Finally, I'm a little confused about the "in season development" tab. Seeing as lowering a players training time in one area is more detrimental than is raising their training time in another - it doesn't seem worth it at all. The only way I can think of to "game the system" in this regard is by using the off season dev lab to boost someone's base running and if successful - then take a bunch of time out of baserunning training (in-season) and allocate it to something more pressing.

You should not change TCR unless you don't like the results with the default setting.
