Unexpected Cap Penalties in Online League fhm10

One of my online leagues has been running into cap penalties showing up each offseason that shouldn't be there. Is it possible to fix these penalties in our file?

These are the erroneous cap penalties. All should be 0.

SJS-606,290
WSH-3,775,181

(maybe an idea for future versions would be allowing commissioners to edit buyout penalties)
