How To Get The AI To Fill Reserve Rosters?

How do you get the AI to fill up the Reserve Rosters?
I go to League Settings and tell it to "Flll All Team Rosters", but it doesn't do it. Teams should have 21 on the reserve rosters. Teams are down to as few as 3 players. No team has the 21 players called for.

Does this setting only apply to Active Rosters?

How do you fill Reserve Rosters without manually doing it.

The AI is in control of the teams. I control none of them.

How do you remove me as commissioner?

Surely someone in OOTP Development has some idea of how this part of the game should work.

Sure would appreciate some help in this matter.

To improve the Free Agents, I created talent levels good enough for the AI to sign them for the reserve roster. This solved the problem of the reserve roster not having enough players.

This also solved the problem of aging players playing too long. The talent levels on the reserve rosters improved and the aging players were replaced by younger players.

Warning: Young players will begin to show up in big numbers. But this is better than not having enough players on the reserve rosters.

All is well in the Islandian Pro Alliance for now. It is not perfect the way control freak EC would like, but I can live with it. I have no choice --- I have to.
