PT EXFB Variants over performing their HRA

It looks like EXFB variants are overperforming their HRA

I know bronze players like

Krist
Bouton
Moore
Edwards

are all giving up ~1% HRA per opportunity, when they should all be closer to 2% based on the HRA scaling in game. It's not like these guys are getting into extreme HRA ranges, they're more in the middle.

Also seeing the same results when reviewing pitchers across multiple tiers, with large sample sizes.
