Shop a player issue

I'm playing a standard MLB save in year 2. Whenever I shop a player the only players i get offered are minor leaguers. This is regardless of who I shop. Am I missing some kind of setting? This wasn't an issue in Year 1.

Might be that the AI overextended budgets in the offseason and no one can afford to take on the salary of the player you’re offering.
