Expansion teams picking last in amateur draft?

Is this correct? I feel ripped off. I'm trying to grind through the season with some minor leaguers and Kris Bryant (He is half my payroll).

That's how it has worked historically, at least for the expansions in the 90's.

I use historic rookies so no amateur draft. However the Rule 5 draft also lists expansion teams at the end.

there is a box to check in game setting under the draft rules to allow expansion teams to draft first

You can edit the draft order. I did that for a while on Rule 5 which lists expansion teams last until the end of time.
