How is variable potential shown?

In the manual, it states:

There is also the possibility of Variable Potential. Some players will be given a special marker that allows their potential to either rise or decline over time. This will produce more draft surprises - first-rounders that bust, or late-rounders that turn into elite players. Scouts may give you some warning if they think a player has this trait.

I've seen the warnings where scouts say the player has downside that other teams haven't noticed. How does this work in the other direction? Is there a similar comment? How does this look long term, will there potential stars increase and decrease? If a player is 2.5 talent and 2.5 potential and their potential would increase, would both of those numbers increment at the same time or can potential ranking go up faster than talent ranking? Is there a way to scout for these players?

I've seen comments to the opposite affect, about considerable upside that other scouts might have missed. I'd be interested to know RE the stars because they move all the time for me for players that don't have this - so if there is something significant for players that are like this, then I've not been able to notice it.

Yeah, there'll be scouting comments about upside or downside, that's the only visible notification. Basically, it means their potential (which is otherwise mostly fixed) may get adjusted up/down every year in the early part of their career. The talent number would never be affected, that's strictly an indicator of how good the player is right now.

And the scouting notes aren't always true - a percentage of them are deliberate false positives/negatives for players who won't actually change.
