Can't sign FA

Early in the off season, my assistant GM cut my top prospect. Now, I'm trying to resign him and the dropdown doesn't contain a "offer contract" link. I have enough budget and am designated in GM settings to sign FAs.

Not sure what your question is but in a lot of cases a realiser won't re-sign with that team.
