Draft class pool limit

I want the option for a hard cap on draft spending. The draft overhaul makes no sense if the pool is just a suggestion anyways.

I think if you check owner controls budget and they control your draft budget, it won't allow you to surpass the allotted amount when you go to sign players. Assuming that you aren't in commissioner mode. I'm pretty sure that's happened to me before but yeah it might be better if there was an option to globally make draft budgets enforced. I'm not sure how the CPU decides to let draft picks go unsigned and re-enter if the budget isn't strictly enforced, now that you mention it.
