Dev lab question

Apologies if this was answered previously but I'm coming up empty on the search for it.

If I send a player to the dev lab, for example, for pitching control work and they complete it unsuccessfully, does that mean

A) They are forever locked into that development being unsuccessful if I were to send them for the same work next season. Basically does the game track it is not possible for that specific player to successfully complete that specific goal once it was already unsuccessful?

B) The game will re-roll for the result of that training when I send them back next season for the same thing? Does the game not internally track it was unsuccessful before and just dice roll again for the new result even if that specific training was unsuccessful previously?

Just wanted to see if there was a way to make sure I'm not sending them back for the same thing when it is already not possible based on previous results.
