Reliever Salaries are Too High, was this patched?

I am running a standard MLB game, with no changes to any of the default settings (except renaming some of the annual awards to their correct names). I am fully patched. Despite how many times I start a new save or update the game, relievers are still getting crazy contracts. Wasn't this bug supposed to be fixed in a prior patch?

I've attached a screenshot of current relievers by salary. Players with blue marks next to their names all signed in the first offseason.

Is there anything I can do to make reliever contracts more realistic?

I'm fully patched too. It's been an ongoing issue that I don't think has been acknowledged. If it has been acknowledged, it hasn't been fixed
