Owners goal - Acquire a goalie with star rating a>2.5.

This goal doesnt work.
I got the request, traded for a better goalie with >2.5. But the goal is still active.

That's a hell of a price to pay for a 2.5 star goalie.

I just had the same goal come up (also with the Flames), I'll see if I have the same issue.

Owner goals seem bugged, but on this, isn't the goal "greater than" 2.5?
You acquired a 2.5, so he didn't fit the bill.

Depens on whether it checks the "Consensus" or "Team scouting". I'm not sure. Before i aquired him he also had a 3 star from my scouts. And as soon as he was on the team, he got a 2.5 star from them.

I'll never get the grip on this star-rating with two different sources.

I have seen team scout ratings change when I acquire a player. My guess is the "real" assessment comes once they are on the team and the scouts get a better look at them. The better the scouts, the less likely there will be a change. Consensus is from a central scouting pool so it is a good place to start but if your scouts are good, they are more likely to be right.
