The rules page on the league screen is pretty good in fairness. That pretty much covers everything.

Is there a way to customize college conferences? its annoying to have teams be independent and I want to rearrange conferences but it wont let me.

It's my understanding from Jeff's previous responses around this topic that College Hockey requires a significant amount of hard-coded data/logic for it to work as intended, unfortunately this means that it's not editable at this time.
