How To Edit World on July 1st?

I was originally told on Reddit that all game worlds could be expanded or reduced only on July 1st. I recently purchased FHM 11, and wanted to vastly expand the 'standard' game world, but on July 1, 2024, I'm not seeing the option anywhere to add to the world in OOTP fashion.

I found the same issue in a custom world, aside from I wish to start with the real hockey world and not build everything from scratch. It doesn't look like in a custom world college and high school hockey can be added either.

Am I missing something?

I'm pretty sure even with commissioner mode on you can not add leagues to a standard. At least I've never been able to.

Disappointing. I have to start from scratch and add leagues from everywhere around the world now. I'm not even sure if I can add college leagues in a custom game.

Also remeber if you want to use Relegation Leagues then you can't edit Relegation League settings or connections when the game is already started. You even can't add new Relegation Leagues. So you need to make all of those also before starting game.

It's pretty annoying.
