New Historical League (One Opening!)

JBL is a new historical league, launching with the 1980 season.

We sim a minimum of 5x per week
* Mon - Fri
* Sat if we have 75% exports
* Sun is an off day

Basic rules:
* Coaches and Scouts are ON
* Finances and rules move with history
* FA compensation uses 2017 FA model
* Draft is held in the offseason. We allow draft pick trading for the upcoming draft only. Drafted players can also be traded immediately.
* No lottery
* Minor League Teams are historically accurate
* Ratings are 20-80, max 80
