Why is staff expenses so high with no coaches on?

I started a new on-line league and we're on the cusp of opening day. I noticed everyone has different staff expenses when we only have scouts turned on (fixed salary of 200k per team). Expenses range from 8 mil to 150k.

Before I manually edit staff expenses, does anyone know why the big differences and what they are for? The only thing I can think of is I had to release all scouts and manually put them on different teams a couple of times, but that doesn't explain why there are various differences from team to team.

Have you checked the salary of each individual GM? We ran into that in an online league before, the human GM salaries were all over the place.
