What happened to the First Year Player Draft if you play a historical season and want to roll it forward and draft players on December 15th as other versions of OOTP had available?

Do you mean the option to have an amateur draft ever year instead of rookies going to their historically first MLB team?

It is an option in the Wizard that creates the game (first screen shot) but if you missed it, you could enable it in the next preseason via the League settings as shown here in the second screenshot, right-hand side.

nothing but it will mess up your comp picks for FA, that is the reason it was moved into November before FA filings. You can move it to December if you want but there really is not much of a need to do so.
