OOTP Go 25 question - option to enable staff?

I decided to give the mobile version of OOTP a try and just played through my first season with a team in franchise mode. For the next season, my owner has set a goal of "Improve your international amateur finds". Well, during the first season, I didn't have any international amateur finds because I don't have a scouting director. I never got any messages that "so and so was discovered in whatever country and has been added to your international complex." (Although, I noticed that I've got 32 players in my IC now, and if I start a new game there are only 16 there. So maybe players were showing up automatically.) Is there some way to turn on staff so I can sign a scouting director? And hire a trainer & coaches etc?

And if anyone has any other tips for playing the mobile version in general, I'd welcome them. TIA!
