Fictional League with Preset Expansions/Relocations/Etc?

I want to set up a fictional league, but define all of the expansions, relocations, etc ahead of time. Like how it works in historical games. I'd like to just be able to play the game without having to keep track of when expansions happen and then manually do everything when the year comes.

Is this possible?

With a fictional league you can only set it to do random expansion/relocation, not predefined.

I think you could do it by changing all of the historical files to be for your league but it would be a massive amount of work.
