Can’t activate cards from Inactive

I can’t activate any of the cards either by using Action or tagging cards that I want to be promoted

And I found a way to activate cards I don’t it’s an intended feature. Tag cards you want to activate then open one those cards,click Action menu at the bottom of the screen and then Activate, it will activate all tagged cards from previous screen

Reading it again I have made a mistake and also found a way to add illegal cards to tournament rosters.
