Accounting question

Early in the first season of a new save, I managed to dump 2 rather large contracts that left me flush with cash. I immediately dumped 20 million in my Player Dev Budget to 29,000,000. After the draft I checked my player development page and see that I'm over budget and by being over budget I'm only allowed half the league baseline.
Do I need to reduce my PD Budget to 6,750,000 or can I get that benefit by leaving it play out?
