Fictional League vs Hard Salary Cap

Hello everyone.

I know I must not be the first to ask the question but every thread I've stumbled upon fail to explain "why" teams can double the payroll over the salary cap.

I've set up a fictional league with small contracts ranging from 1k to 12k/year. The hard cap is at 125k/year.
However, with or without the luxury tax set with an atrocious amount, teams go over 200k of payroll per year no matter their budget.

If I ever try to hire a free agent as I near the 125k hard cap, the owner won't let me. So it's my team at 124k/year against a ****load of teams at 200k/year. Seems like my team is the only one affected by the hard cap.

Is there a setting I'm missing out on ? So teams just can't go over the hard salary cap?

Have never used a salary cap but the first place I would check is whether you have Owner controls budget checked in FINANCIALS and, if not, whether that is behind it. That would be worth investigating.
