Error uploading online league files

I'm a commissioner for an online league and I relocated to a different state in January and have been unable to upload a non-corrupted file since. Everything works as it did before and runs correctly on my end, but when our GMs attempt to download the file, they get the following message: An error occurred while loading the data base! Could not copy sqlite database to work folder. This error has impacted me in both OOTP24 and 25.

I have attempted to push files on two different computers, both windows, different wifi networks as well as doing clean installs of the game, changing file locations, but so far I haven't been able to fix it. Hoping that someone has run into a similar error and can point me in the right direction. Thanks!
