Scouting Reports Override

Hello,

We've noticed in our non-scouting league that scouting reports continue to override each other each month, showing cumulative progression/regression.

So in January we got reports on everyone,

Then in February we got reports on everyone that replaced January report, while listing the January and February developments.

Then in March we got reports on everyone that replaced February, but included January, February, and March developments.

And so on, into April and May.

It really ramps up the noise on trying to track dev, while also making it harder to see trends.

The saving grace here is that as an online league, the S+ reports are still available, so we've just moved forward with it as an annoyance, but, I do think it's worth flagging and hopefully resolving.

Another league I am in (that migrated to OOTP25) but features the full scout system does not seem to have the same issue, although it is tough to tell with staggered reports and fewer 'league wide' scoutings taking place.

Screenshots would be useful to understand. Does that league perhaps not have the "Keep all reports" setting enabled? That could cause older reports to clear out, and only keep one per season/calendar year.
