Playing as GM of Milb team and allowed to sign players who don't want milb deals

This problem is probably caused by minor leagues not using financial systems.

If I am playing as a GM of an independent minor-league team, I cannot offer contracts to free agents. Instead all I can do is just automatically "sign" players.

However, if I am an MLB GM, I can see that there are free agents who don't want minor-league deals at all.

But as as minor-league GM, I can just 'sign' them anyway. It's a great way to stack my milb team, lol!

For these players (the ones who don't want minor-league deals), the "Sign" option should not be available to me.

edit: Getting around this issue is a bit of work as I constantly have to "Act as.." an MLB GM in order to be sure that players I want to sign are willing to accept an milb contract
