Under League Settings > League Actions > Add Minor / Feeder Leagues

There you have your choice of which type you want to add

Have these options been removed since you posted this? Trying to setup a fictional save with one and the only options I have are for setting up minor leagues, no feeder options at all. Tried both in-season and off-season

You need to be in the top level league settings menu (major league).

I just loaded a fictional league, started it on Feb 1st. You might not be in the off-season or pre-season if you started it on April 1st. So try and start your league on Feb 1.
