Fictional League startup questions

When starting a completely fictional league, how does everyone go about setting the Fan Loyalty and Fan Interest for the franchises?

At file creation all of the teams have "Nonexistent" for Fan Loyalty and Fan Interest is at "1".

This fictional league will be used for an online league so I'm open to all ideas/suggestions that others have used to assign these values.

We'll be doing an inaugural fantasy draft to start the league, so will the players we sign/draft in that affect the Fan Interest organically?

As a follow-up secondary question, has anyone come up with a creative way to allow league members to customize their scouts at the beginning of league creation?

Honestly I just put all teams at max. Over the course of the seasons, in my experience, the loyalty and interest will change. Everyone at max will leave every one on equal footing in the beginning.

I was in an online league once where the commissioner gave everyone points to improve their coaches. For example, with 200 points, you could improve your hitting coach by Development, Mechanics and Teach Hitting by +40 each, and then use the other +80 for your scout's Scout Amateur skill.

That's a good suggestion. Think I might do 50% though, so they have room to grow organically.

My current thought process is to put all initial scouts at Neutral preference and Fair in all Skills, and let the GMs increase from there based on their style. But to also put all scouts on a 1yr deal at the same salary, so Extensions can be or new contracts can be valued based on the improved skills, and let the free agent aspect of personnel signings sort it all out after the first season and inaugural fantasy draft
