Los Angeles Dodgers - Small Market Payroll in Fictional League?

I am just getting back into OOTP 25 after a several year lay off so I know I have a lot to learn.

As such, I just completed my 3rd Season as the GM for my Dodgers and am stumped as to how to build my team with a limited payroll. My total payroll is 28th in the league, and my Market Size is only "Above Average." This makes it difficult to build my team, and consequently, my Fan Interest (which is only at 57).

Any suggestions for me? I presume I just have to draft better but at this point none of my draft picks are playing in the Majors.
