Promoting Players To Majors?

I started a save as the white Sox and i am trying to promote Folsom Montgomery but i dont get an option to promote him to the majors. Only allowing me to demote him? What am I missing?

Do you have space in the active roster? I'm not sure about this but first year after game start has no Spring training so you have to demote someone first before promote someone.
