Question "League Level" in Fictional League Creation Wizard question

This simply effects the skill level of the players in the game correct? "Major League" will have players with major league skill sets with "Triple A" having a slightly lower average skill level and so on and so forth?
Am I off base on this or are there other aspects of the game this effects other than the player pool?

Not exactly no. Player creation modifiers affect player quality, it just so happens that setting a league to AAA etc. defaults to lower PCMs. Minor leagues will also have other default settings that are different. I could be wrong, but I'm pretty sure you can't have financials with minor leagues, but maybe you can if they're unaffiliated...

I don't have any non-affiliated leagues set to minor league levels, so I can't remember specifics, but I believe players will also consider the league level in free agency (along with the League Reputation)

Player awards are also treated differently, player's won't get award icons in their profile if a league is a minor league, but they will for say International Leagues and of course Major Leagues. There are also likely many news and storyline triggers that don't account for minor leagues.

So depending on what you want to do I wouldn't set a league to AAA just to set the level of player quality. Instead I would set the league to either Major League, Independent, or International and use the Player Creation Modifiers on the Players tab in the advanced league setup. For instance if you want a league that's 85% as good as a Major League, you would set the PCMs of most modifiers to 0.850 (I usually leave pitcher stamina and running speed close to 1.000)

The reason I was giving this consideration is because I'm recreating my California Professional Baseball League and because I want to consider it in the same universe as the MLB and be as realistic as a fictional league can be I thought it didn't make sense to have it set to the Major League level but considering the other things you mentioned I'm going to go with Major League.
